Amazon is always my first stop as when bought from other sellers or second hand you can get them pretty cheap, more so if you are okay with buying earlier publications. eBay will sometimes have good deals on second hand books as well.

I also always go into second hand stores, in particular Oxfam have a great second hand book store near to where I live where I have gotten so many books for really cheap, but general second hand stores can have a good selection of books in too, plus it is money that is going to charity which is always good.
Locals are sometimes willing to sell books, quite a lot of moots (Pagan get-togethers) have book exchanges running so you can trade books between each other to save money, online forums may have something similar set-up or have members willing to sell books cheap. Of course you can always go to the library, when I was in training with my coven I read every book on Wicca and Paganism available in the two local libraries, then I moved onto subjects that would be included in Wicca and Paganism such as history, herb lore, mythology, meditation, mystical teachings, freemasonry, psychic powers, etc. This is another point where it is good to be in touch with the local Pagan community because occasionally you find some will hide the good books to avoid them being stolen – unfortunately it is very common in libraries for books on these subjects to be stolen.
E-books are a good idea too if you are short on cash, you sometimes have to be creative in your searches, so rather than looking for 'Wicca' and coming up short, try looking for things relating to Wicca such as mythology, history, occult, etc.

Im not sure where you are from but here are some good sources on wicca books.
1st of all if you have a computer with internet the internet is a wonderful place to find anything you may be looking for. Of course if you have a printer then you can print it off and read it later ...
as for places here goes ...
1) if you have a library you can go there and rent books all libraries have books on wicca
2)hastings
3)barnes & noble
4)any book store in the mall is a good place

You can also get your phone book out or again use your computer and look up wicca stores locally to see if there is anything around where you are or a simple used book store !!

You can also go to your local metaphysical store and ask them if they know anyone who would be interested in selling their used books. Sometimes people are happy to donate their books to others who want to learn---I've given away many books.
