First convert the kg drug A into mg:

1kg = 1000g
1g = 1000mg

mg Drug A = 0.25kg * 1000g/kg * 1000mg/g
mg Drug A = 250000mg

Then put the liter volume in terms of ml:

1 L = 1000ml

You can then calculate the concentration of drug A in terms of mg/ml from the two above conversions:

conc'n A = mg A/ ml solution
conc'n A = 250000mg/ 1000ml
conc'n A = 250 mg/ml
