"Inward eye" is referring to Wordsworth, the poet, remembering seeing the daffodils swaying in the breeze. So, the inward eye is his memory. And the Title of the poem is "The Daffodils" not wandered lonely as a cloud.

The mind's eye, which permits one to "see" on the interior. you already know, "close your eyes and picture you're seeing {something}". therefore, he's imagining something that he really pronounced once, yet that would not might want to be the case. "it is the bliss of solitude" means that the finished excitement of being on my own is in being waiting to apply this "inward eye"--to daydream, basically.
