The NFL has a Super Bowl Site-Selection Committee.

Different cities put in bids hoping to win the rights to host a Super Bowl. Cities have a Host Committee that makes a presentation to the Selection Committee.

The Host Committee must prove that they have enough hotel rooms, taxi cabs, airport resources to support all of the teams, league officials, media and fans coming for the Super Bowl.

They must also show that there are no competing events (such as conventions) occurring at the same time.

They must also show how they put on entertainment choices throughout the week to entertain NFL fans and sponsors.

No team can host a Super Bowl if it has an outdoor stadium and the average temperature is below 50 degrees. Some cold-weater cities with dome stadiums have been surprising picks in the past including Minneapolis and Detroit.

The location of the Super Bowl is chosen by the NFL well in advance, usually 3 to 5 years before the game. Cities compete to host the game in a selection bidding process.

A potential venue currently must meet these qualifications in order to be a Super Bowl host: [citation needed]

Average high temperature of at least 50 degrees Fahrenheit in February, unless the game is being played in an indoor arena
Stadium with 65,000 seats or more
Space for 10 photo trailers and 40 television trucks
600,000 square feet of exhibit space for fan events
Large, high-end hotel for teams and NFL
50,000 square feet of space for news media ("Radio Row")
Enough "quality" hotel rooms within a one-hour drive for 35% of the stadium's capacity
Separate practice facilities for each team.

The person who said the city puts in a bid is correct. That is how Detroit got it last year. (I'm from MI). Detroit knew a few years ahead of time that they were getting the '06 superbowl, that way we had time to prepare for the madness.

Its all about the fans when the decide where to play the Super Bowl. The only way the game will be played in the north is if it inside. They know the kind of people that go to the Super Bowl. They know that those people will not sit in the freezing cold and snow.

It is decided a few years in advance. The city would put in a bid to host the big game, Then the league would decide where. Next year it will be in Pheonix
