Take in mind that I work where nobody dresses very formal even in monday thru thursday....

If not? what makes it inapropiatte?/

I agree with everyone else, office casual doesn't mean party casual!

I'd say no. Even bearing in mind that you work in an environment where people do not dress very formally, you're still working, and should maintain a professional appearance. The outfit you pointed to is appropriate for hanging out with friends on a Saturday afternoon, but not for working with people that you want to view you in a professional manner.
More specifically, a shirt without sleeves isn't appropriate for the workplace, and neither (most of the time) are shorts. A clean t-shirt (without graphics) and capris would be comfortable, call attention to your legs (which are nice), and still maintain a professional appearance.
Besides, I remember reading years ago that most guys prefer a girl to wear jeans and a t-shirt. Classic, classy look.

Casual Friday does not mean you should dress like you're going out for drinks with your friends. It means business casual.

Skinny straps are not for the office unless you wear a jacket or sweater over it. Capri pants are not for the office, neither are shorts. Long pants and skirts below the knee are for the office.

If you showed up to work in that outfit you would look cheap, as in no self respect. It would look like you are very interested in seeking attention from men rather than doing your job. I doubt very serioulsy this is what management had in mind when they allowed casual Friday attire.

In my opinion. Even is a casual office setting you should wear long jeans, and cover up more on the top, or wear a light jacket or sweater.

if you have to ask, you know the answer. no it's not. the shoes and the shirt are no-no's for the office. the pants are cute but would look better with high boots and a sweater.

I think you look cute, but I think that you should switch the high heeled sandals for flats or mules and add a little jacket. I think bared shoulders is a big no-no.
