Living in the Midwest is brutal. My van stayed parked for two days outside in "0" degree weather. I went out and started it, and it turned over right away.

I went to Church, and after the Service, I tried to start it and it couldn't start. The battery had power. I had a quarter tank of gas with that ISO Heat added to it.

It seemed like it wasn't getting any gas?

PLEASE think this one through, thank you.

It couldn't start is not descriptive enough. Did it turn over, did it sound like it almost started, did you smell gas, did anything come out of the exhaust pipe. You state the batter had power, did you use something to test the power, or are you basing this on the lights worked? On the initial start up the battery is rated for "cold cranking amps" you cannot verify the amperage without a meter. On start up the starter, computer, fuel injectors, spark plugs and some relays all pull power. You can use starting fluid and if it does start and won't stay running then it does sound like it is not getting fuel. If starting fluid doesn't work it could be battery, or any part of the ignition system. Starting fluid is available at auto stores like pep boys, sears, and some walmart's, you spray it into the air cleaner while someone else is turning the engine over.

1/4 tank is asking for fuel line freeze up , keep it over 1/2 and put methyl hydrate in on a regular basis , to get out of the church parking lot get under it with a hair dryer and warm up your fuel lines after you dump some alcohol in the tank , putting some heat to the engine ( block heater , space heater ) will help , what type of oil do you have ? 5w 30 works well.

I would say you choke didn't set or if if was fuel injected you never want to push down the accelerator this will flood your engine. The only other thing is if you have not got it started yet is the fuel pump or a your main computer chip. I have had all these things happen to me in the past.
