There's nothing stopping you connecting to a VPN with any internet connection, it's almost 100% guaranteed that either you're doing something wrong or the VPN itself isn't configured to allow a connection from you, it's very unlikely that it's a problem with the net connection itself as all you're doing (as far as your ISP is concerned) is shifting Internet Protocl traffic around which you can obviously already do if you're here.

Chances are it's your Firewall settings.

If you don;'t have Firewall, chances are it's the virus / worms / keyloggers etc. infecting your PC thats preventing it.
