yes, however it naturally depends upon the nature and severity of their disability.
If a persona is completely physically incapable of caring for a child even with the use of aids and adaptive technology the courts will be reluctant to grant custody.

It depends. If they are capable of caring for the children, and are willing to do so, then yes they can have legal custody.
