They are payment processor sites that act like a bank account. You can use them to make payments via credit card, or attach a bank account and "upload" money. It allows for fast payment and provides charge back protections. It is also very helpful if you are a seller.

PayPal is a safe and secure way to send and receive money. When you pay for an item, the person who you pay does not get your credit card or bank account number. The only information that they receive is your email address. Once you receive money through PayPal, you can withdraw the funds to your bank account. It is a very fast way to pay for things, as PayPal will make instant transfer payments for you if you have a confirmed bank account and a credit card on your account.
