The picture on your link looks like Snopake Polyfiles. They are available in foolscap or A4 size but even the A4 is 330mm across which is over 13". Try looking for Tiger Stud Wallets, they are similar but clear with 5 different colour coding strips at the top and are just over 12 inches.
Usually suspension files are used in filing cabinets sometimes with an inner folder to remove the contents without moving the file out of position but again A4 would be a little too big.
Some cabinets sold in mail order catalogues are non standard or American sizes and you can only get the files from them.
You could try manilla squarecut files which can be cut down to fit.
