Usualy people add brushes or affects to pictures to make them look cool. Try searching up Graphics Software for some more information on buying a certain program.

depends on what type of effects you want, I used to be fond of stipling or fake airbrush using a toothbrush, be sure to mask your art tho

you can but paint shop pro for about 20 dollars but its really awesome and worth it.
