In 1984 by George Orwell, the "Ministry of Peace"(the Ministry in charge of War) revolves around the principle of perpetual war. If the citizens of Oceania have a well-defined enemy, then they know who they hate, and constant homeland propaganda helps to convince them to vent all their unconscious rage for their own country against the opposing one. Hence, "War Is Peace."

There are a number of countries(yes, smaller) with no armies but they differ most from the USA in that they don't desire power.

I agree, the USA will never be peaceful-our economy largely depends on war.

There can never be peace. Even the Vatican has guards. Did the people in Iraq have peace when they were being tortured and slaughtered by the thousands by their own leader?

If your definition of Peace is to never disagree with another country, then by definition only belongs in Heaven.
