Hi mate, Even i sufferred from this problem. There are a couple of reasons.
They can be brought back.Please follow the instructions carefully.
Thinking that you are comfortable with your computer-
Step 1: Please open Control panel. If it is windows 98 you can find that in settings --> control panel. If it is windows xp you can find that directly when you click the start button.
Step 2: Click on Add remove programs
Step 3: Now click on Add/Remove window components button/tab.
Step 4: A box appears where you can find accessories and utilities with check box. please check the box and click next.
Step 5: It asks for the windows CD. please give the path or insert the cd. That;'s all you have to do. All the paint character map are now in your start menu.

Paint and games are in "accessories and utilities" to restore them - You may need your operating system cd -
Go to control panel, add and remove programs, add/remove windows components, put a tick in accessories and utilities (if it is already there then take the tick out and then put it back again) hit next and it will replace the games and paint, (this is where it might ask for your CD) then click done.

if you mean the items in the accessories folder in the start menu then you can install them again by going to add/remove programs in control panel and choose add/remove windows component.
from that section you will be able to install/remove any component you want.

sounds like they are all default windows programs which can be reinstalled by
control panel
add/remove programs
choose windows
then look for what you need to reinstall
Not sure about system restore, I think restore will wipe all of your non windows programs out.
double check, I heard it's not what it sounds like.
