The only thing that you can really do is let it dry out and wipe it very carefully with a lightly damp cloth, letting this dry for an hour before reinserting the battery Urine normally has sodium in it so f you just let it dry out and put the battery in, it might short.
The biggest concern would be the..um..smell.
If it doesn't work after this, I am afraid you will have to get it serviced or buy a new phone.

Just make sure everything is completely dry before you turn it on. My friend has once dropped his phone in the pool for an hour and didnt know, got it out later on and it still worked the next day since he waited till it was completely dry

If it turns on after you dry it out...you win. 99.9% of the time, any water ruins a phone. If the toilet had disposable waste inside, i'd throw it away no matter what. If it does not turn on after you dry it, you're going to have to buy a new one.

Need a miracle here.
start praying!!
If you can pull all the parts apart, (unscrew if necessary)
Then use a humid towel to clean the electronic parts,
dry it in the sun or use you hair drier.
Careful not to overheat the parts.
Finally put all the parts together.

well, first let it completely dry. then disinfect it (haha). it probably wont work, so buy a new battery. If that doesnt work, you'll need a new phone.
