I keep getting a tink sound when i press down on the frets. there is no tone. what can fix this problem?

hard to tell from what you have said. if you get sound when playing the strings unfretted, that is open then it is either the frets or the action is too high. The strings as described do not seem to be vibrating.
Frets can be worn or you areThat can be caused by either your finger or the action of the mandolin. If the action is too high you probably can not push the strings down enough even if you stood on them.

You may want to compare it to another mandolin that plays well, or take it to a luthier (someone who fixes stringed instruments). IF you compare it to another mandolin and the strings are higher on yours it is the mandolin. You will need to get the action lowered, to do so you must lower the bridge and or the nut. Get a pro (luthier) to do this for you.

Some mandolins have moveable bridges you may try moving the bridge back towards the bottom.

you have to get a tuner,sounds like the string is to loose,if its the smallest strings on the end dont overtighten because the strings will brake
