To properly answer your question, I would need to know the make and model of your U.S Cell phone.
If your U.S phone is a quadband GSM, the phone will work with any carriers sim in India. Again your US phone must be quadband since the main GSM network in India is 900Mhz
Depending on the make and model, most phones can be unlocked at local mobile shops. Again, I would need to know the make and model to tell you with 100 percent certainty if it's a phone that can be unlocked

First: Your mobile phone that is brought in USA / CANADA/JAPAN/TAIWAN do not work any where else in the world as their GSM/CDMA frequency is entirely different from India or any other country.
Second: As due to above, it is no use for unlocking the phone.
Third: If land-line phone to be brought into India, you have to use a line converter for converting the signals that the phone can understand as US land line uses different type of signal than others in the world.
Generally here in India no one uses US brought cell phone and they use Land line phones with a converter.

Just get a prepaid cell phone in India on arrival in India to make sure of compatibility things are changing so fast in this field that it is up to you, check with your present carrier.

Yes you will be able to.If you have not purchase the phone as yet it would be best to purchase a roaming phone or if you already have one you will be able to unlock it by someone who has knowledge in doing so.
