She's Hispanic. The show teaches children how to speak Spanish as well as other fantastic lessons. My nieces already know a lot of Spanish, which I think is a great thing.

shes brown skinned beacuse not evryone is pale and tan! kids need to be exposed to many races and different people, which include skin color, hair type, region of origin and so forth. Who wants a narrow-minded child anyway?

Yeah she is Mexican thats why she teaches kids spanish and has a friend Diego ( not that you couldnt have a friend named Diego and speak spanish if you werent Mexican)

The character is mexican, and the whole TV show is an effort to "mexacanize" the United States by getting our children used to hearing the foreign language spanish. But if you suggest a show aimed at immigrant children teaching them English and American values and traditions you get called a racist!
