It starts to boot up, goes to the Windows XP screen that has the scrolling, wait thing and then shuts off. Then I have to wait at least 5 minutes to start up again, then it starts right away. But it will not restart if I hit Start, Turn off computer, Restart. It also won't restart if I install new programs and have to restart after. How can I fix this?

Tried Safe Mode, Same thing happens.

run msconfig, uncheck programs that you do not need under the startup tab

Do one thing, follow these steps and see if that makes any difference or not: -

1)unplug all the cables (including the power cable) from the back of the computer. Hold the power button for at least 5 to 10 seconds.

2) Now connect the cables in the following manner: -
a) power cable
b) display cable
c) keyboard and mouse cable.

3) Boot the PC, goto bios, clear NVRAM and restart PC.

4) Once PC boots keep an eye on the fan at the rear of
the computer tower, check if that switches off before your computer goes off or not, if it shuts off ubreptly then the problem would possibly lie with fan.

5) if after doing these things, you do not come across the problem again then connect rest of the cables one by one and see if you still experience the same problem or not.

Very likely your system is overheating about about to fry itself. You better check the fans inside the system and the heatsink on the cpu. You can get into the bios/cmos (instructions should be on the screen-like del key or f2) and check the temps there.

Could be a power supply problem or you have a service that is causing problems. Boot into the safe mode and see what happens.

you've put in the incorrect drivers in case you or somebody else has carried out so lately.if this has occured then only flow to commence,then administration panel,then to operate/get rid of classes then get rid of the drivers that you've lately put in.

u have alot of **** in the background ruing and u need to clear some bye doing dis push CRTL AND ALT AND DELETE AND THERE UR ON UR OWN GOOD LUCK

http://google.com write in open box as "superfast" (its in zip format)download and install this software ...ur xp will magically shuts off and restart..do it now....bye

may b ur registry keys r crapped somehow, re-install ur OS.

do a disk check for bad sectors and reinstall the os....
