My local Zoo does a be a Zoo keeper for the day scheme(you pay for it) maybe not to cuddle tiger cubs but maybe some Zoo near you has a scheme like this it would be next best thing ,or buy a cuddly soft stuffed tiger cub.

Maybe contact a zoo or some place where they research about animals and you can visit. Maybe they can let her cuddle the tiger, but I'm starting to doubt it can be done easily... or cheap. It is a tiger and I don't think cubs are easy to train for stuff like that.

I think you would need to find someone witha hand reared cub, otherwise i don't think the mom would be too pleased. Maybe ask your local zoo, or circus if they have a cub they would allow you to use. You might need to fly your friend to an asian wildlife sanctuary that hand rears cubs.

There is a place in Indiana that takes care of big cats. Not sure if they would allow it but check into it.
