Millions of years ago the earth's atmosphere was full of steam but now there is alot less steam.

As the earth cooled the steam began to form out atmosphere and formed all the laters we now have which helps regulate our tempurature and seasons. That is why there is such a big fuss about the greenhouse effect and chemicals destroying the atmosphere.

more than likely it condensated, and fell back down to the earth as the planet cooled.
