North of Cerulean City (the place where you battled Misty for the second badge) is a bridge that will lead to the path to Bill's house and some trainers. After crossing the bridge you will want to use the HM Surf on the water to the left. Surf back down towards the city and to the left. The entrance to the Cerulean Cave will be on a small patch of land. The dungeon is a maze filled with high-level Pokemon so be prepared, and be patient. High-level Grass-type Pokemon are good to have on your team as well against all other Pokemon. If you have the Master Ball, use it on Mewtwo, if not, bring a LOT of Ultra Balls. Status affecting moves that cause Poison and Sleep are also good to have. Dark-type moves (such as Bite, Crunch, Thief, etc.) are good to have also. Save your game before battling Mewtwo, if you knock him out, you won't get another chance.

If you are talking about Pokemon Yellow, Red, Blue Version or FIRE RED AND LEAVE GREEN he is in the cave ikn the back of Cerulean City.

go to www.gamefaqs.com and type pokemon into the search bar. he isn't easy to get (I haven't played this since it came out like a decade ago!). I remember you have to have the master ball, and use it on him.
