I was wondering why the U.N. Security Council has instructed the tribunal to finish its last trials by 2008 and conclude the appeals process within another two years, before closing down in 2010? Was it ineffective, because if it was working I don't see why it would be closing.

Since the oil for food scandal was exposed it is harder for the UN to take bribes, and that was the main reason they had the war crimes tribunal in the first place. If they cared about justice the leaders of Sudan would be executed for genocide and the US would not have had to invade Iraq to stop Saddam's mass murder and terrorism.

They would have to put too many of their own people in jail that they decided not to keep it going.
Sudan and the sorounding areas, the food for oil, and the problems that they have had with a few other areas where they are in charge.
