Yes, as in all big cities. But it is illegal. If you get caught you'll probably be sentenced to several years of jail. Not in the Netherlands of cours, but you'll be transferred to the USA, where I believe it is not fun to be in jail.
This is because opium is called a "hard drug". It has to much influences on the user. The so called "soft" drugs can be bought and used legall in small amounts.

They do but i would stick to Pot and hashish..its a lot less expensive!!
