It's the responsibility of the owner to rebuild his/her own house. But building a house on a flood area is not a good idea.
Anyway. The Bush Administration 'fail' to finish rebuilding the houses in New Orleans so that the goverment will be defamed, that's the intention.
You can fail that plan by respecting the Bush Administration and the government. Remember, if you hate the Bush Administration and the government, the plan is a success. Do you want that plan to be successful?

Is it the responsibility of the government to rebuild your home after a natural disaster. Many people in the New Orleans area do not wish to return. Should our government rebuild in the areas of New Orleans that were completely devastated by Katrina and will be devastated again when the next storm hits, be it tomorrow or 20 years from now? A better question would be why has the government not prosecuted those who took their FEMA money and bought things like plasma TV's.

The funds for this project have been turned over to several different dept's and they just seem to be out of touch with each other. I beleive it's time to appt a new head dog to shake things up and perhaps fire some others. This thing has gone on way too long. Also, I beleive that the mayor has been out of touch with reality down there. He has had a lot of TV Time but has done very little else to help. I don't think this had been a priority of the Bush Admain per say. The war in Iraq has taken up most of the admins time. Too bad.

I guess a lot of people didn't listen when Bush said that he would rebuild New Orleans, huh? I think that Bush would if he could. The problem in New Orleans is the same as the problem in Iraq.
Bush is not a good manager. He will not get rid of the people who don't perform and replace them with people who will. I guess he thinks the job of President is to say do it, and if it doesn't get done, it isn't his problem. Also he tends to appoint political cronies, whose only qualification is that they can mix a good cocktail.

Sean ... It's a good question. However, the U.S. government is not in the "home building business." Seriously ... In this case, if/when the residents decide to return to the New Orleans area, they will be able to rebuild by hiring a contractor and paying for the new home by one or more of the following methods:
1 - By insurance company pay-outs for the loss of their previous home.
2 - By emergency aid/disaster grants awarded by the state or federal government.
3 - By federally-backed loans.
4 - By new loans/mortgages the residents might secure
5 - By use of their personal savings
So in summary, even if we were talking about state or federally-owned housing projects, the government itself would not be building these homes. Whether it be the city, state, or federal government, they do not have massive numbers of constructions workers on-hand ready to embark on home-building projects; they'd always contract the work out. In the case of the New Orleans residents, the decision to rebuild rests with each individual homeowner.

New Orleans was warned almost a week before the storm hit, people choose to stay there, I would think that Louisiana would have enough resource to rebuild New Orleans, the Federal Government gave them the money to rebuild. Even their own Mayor didn't seem to be very concerned about the warnings, he trashed his own city, then blamed everyone else.

because new orleans is not part of the bush admin's agenda - plain and simple.
bush 'used' new orleans as a prop for a photo op and a nice sounding speech but has never gone beyond that.
the same thing is true of ground zero, which stands as a mute reminder of how our president is simply not capable of challenge that is not part of his small minded agenda.
but new orleans is different. it reveals a vicious side of the republicans that has even shocked me.
never before have i seen such a tragic event used in such a calculated manner.
as a result of the way new orleans has been reconstructed it is less of a democratic city.
with this in mind, bush will never help them.
you may all not remember that this was the president who would not allow anyone at his carefully staged campaign rallies in the lead up to the 2004 election unless they were either a registered republican or were willing to sign a loyalty oath.
the press glossed over that bizarrely fascist approach to campaigning and pretended that everyone who showed up at rallies actually wanted to be there, when in fact they were staged events the likes of which hitler would have been proud of.
now we see the devastating after effects of having such a person in charge of our nation...

From the outside, it seems that a Non-Chocoltae would most likely catch a spear trying to build someting for the ingrateful, ignorant savages. Let the Chocolates drown in their own sewage.

this made me gag. Pure socialism is what you liberals want. The money is waiting for New Orleans but the bureaucracy at the LOCAL level just as much as the federal level is mushing it up. But the thought that the "terrible bush administration" needs to rebuild people's houses is pathetic. Keep on preaching and spewing your B.S. Just remember ... the Bush regime could find the military helicopters to dump hay for stranded beef cows (for the farmers in North Dakota, during their most recent (12-2006) blizzard), but somehow ... in 2005 they couldn't find helicopters to deliver food, water, and medicine for "the wrong people" ... poor people, Black people, Hispanic people ... you know the type ... they've never had it so good, with their homes wiped out, living with tens of thousands of other people in stadiums, living off the government dole ... at least that is according to Barbara Bush.
