Rajya sabha cannot be dissolved bcoz:
1 it is not subject to dissolution.
2 1/3 of its members retire after every 2 yrs.
3 an equal number of members a elected in their place.

Whether Autocracy or monarchy, in a democracy the country needs check and balances.

Loksabha and Rajyashabha, did just that and should just do that if it is not doing it and then the qualifications of RajayaSabha must be change and held higher so you have check and balances.

Rajayashabha had king and appointed well known and well educated people only and very few elected people but that all have changed since 1972(? I believe) so if need be the qualifications should change also.

the members of rajya elected from state assemblies and their time is different. so it is no disolved. each time 1/3 members newly elcted
