No. when comparing two different families of chips, such as a pentium to a core duo, Ghz means nothing.
A 1.66ghz core duo scored 1200 in 3dmark06 cpu test. the 3.0ghz pentium score significantly less. almost half as high.
The core 2 duo is undoubtedly the fastest per GHz.

No, it means 1.83ghz. The two cores are separate processors, and don't combine to work on things. So they both run at 1.83.

nope, two processors running each at 1.83, all it means is that you can run two different applications (and if your OS is multi-threaded) will run each application on the separate processor.

You can overclock the CPU (if your motherboard supports it) upto double the speed of the processor. But you have to be extremely careful while doing it. And......
