Mine cost me £30.
It was sprayed with numbing spray, so the actual piercing didnt't hurt. However, during the healing process if the bar gets caught in your clothes and tugs it KILLS!
They take a month to heal up fairly well and look good, between six months and a year and a half to heal fully.
A good place is any reputable salon which looks hygienic. The staff should be professional and friendly and put you eat ease. Go in, ask a few questions. They should help you make any decisions.
Hope this helps, feel free to email me if you have any more questions! x

Mine cost $60. It didn't hurt so much as it was a sharp pinch really. It took about a month to heal on the surface and 3-4 months to fully heal.
As for getting it done, ask other people who have had thier bellybutton pierced. Look at local piercing salons and tattoo parlours. Things to look for: they will NOT use a gun to pierce your belly button, all of their instruments are cleaned in a special odd looking machine to be sterilized or come prepackaged indivdually, they are very knowledgeable about what they do.
Good luck...
EDIT
As for the infections and things, I got mine pierced and I found I was prone to scar tissue. Three years later I took it out and I have a horrible purplish scar above my bellybutton now. As long as you keep it clean and clean it properly, you should be fine.

It depends on the piercer, it takes about 2-4 months to heal right it all depends on the person how fast they heal that sorta thing. The price range for piercing the navel is about 15-20 dollars. A reputable tattoo studio is what I suggest. Prices for the navel rings varies just look around you will find navel rings ranging from 8 dollars to 100's of dollars.
