is the black country in the west midlands a county? because they have their own dialect and history so are they a county? if not then what are they?

It is not the name of the county, it is the 'nickname' for the Birmingham/Sandwell/Dudley area of what is now West Midlands (previously a combination of Worcestershire, Staffordshire, & Warwickshire counties) and (as i understand it) was called that because the area was covered in black smoke/clouds from the industrial/coal mining areas of the towns.
