I can't get it to shift out of low gear, any help or suggestions would be great.

i think they are the worst tranny there is you can replace the govenor gear it is in the side under the cap that look like the bottom of a soda can that would be my first guess next guess its blown

A few things it could be:
The transmission is either under or over filled with ATF fluid. Check the fluid while the car is fully warmed up for 20 minutes and make sure its on the high mark of the dipstick. You will get a false reading if its cold or the engine is off. Make sure its not Mercon, but ATF 4 or better universal fluid.
The valve body mounted on the bottom of the tranny has a stuck spring or missing part. If all else fails, then you need to take it off the car and to a rebuilder. Generally $500 will rebuild a whole tranny at a discount rebuilder. Maybe $100 will get the valve body working right.
If you can shift into : P R N 1, then you should be able to get 2,3,4 with alittle wiggling, so I am not sure its the gearshifter linkage so much.
Lastly, something could be blown or assembled incorrectly in the tranny. Do you see it work in another car before you installed it? I once got a rebuilt unit from a source and it never worked right so I had to exchange it for another one.

maybe you installed a bad transmission, maybe you got ripped off
maybe the linkage isn't lined up right

you didn't say if you changed shifters check shifter lingage it may not be suitable for the 700 since it is out of newer vehicle
