The person above me gave great websites, so I won't repeat. Just wanted to give a couple tricks from my experience:
1) Try different weights and types of paper. Some will work better than others, so don't get discouraged if your first tries don't work out as well as you'd like.
2) If you don't have fingernails that are decently long, you'll just smoosh the star instead of puffing it, so be careful or make friends with someone with nails! :)
