As a Canadian I've heard about it alot but never really knew anything about it. So, my Q is this. What are food stamps? And how are they used and who uses them and who distributes them? Just curious.

The gov.'t will issue food stamps based on income and family size needs. You have to fill out forms and get approved. Then they give you a card like a credit card, you use it like a cc and paid for food that way. No booze or smokes can be bought with them. Or prepared food like deli chickens or hot foods in the deli.
The limits can range from $5 to $1,000. Depends on your families food needs and local prices. Local prices help determine the amount, so some people with the same income and family size, will get less if supermarkets charge less in their area.
It is designed to help lower income families provide food, since many times it will come down to food or rent and bills. It is a helpful system for the most part and many families would not be able to survive without it.
(Some people can get WIC for children under 5 and pregnant women. It covers basic dairy and protein needs)

It is actually like a debit card issued by the state government accepted at most stores to buy things like bread and milk and basic food neccesities the state pays the store for the food.

Food stamps were originally to help the poor and the unemployed to help them 'til they got back on their feet. You can only buy food, hence the name food stamps. Now it's for the lazy and for cons and they sell them to buy alcohol, cigarettes, etc.

They are given to poor people to help them buy food. They can be turned in to stores and used to buy certain foods. There are rules around them. But basically that is it. Given to poor to help them buy food.
