Pick axe is the only way. Right now(if itis that cold(leave the cat outside in a Glad bag and it will freeze, so no smell.
As for the ground. The hardest part is the surface maybe 4", the ground is warmer underneath so the picking will be easier..

Lay a black plastic trash bag on the ground where you intend to dig. Weigh it down with flat boards, more the better, provides more insulation.. The plastic will absorb the sun;s heat plus reflect the heat from the dirt below it and thaw out the ground.
Iif you insulate the dirt from the cold air. It will not freeze.
< buried a dog in late December under my compost (leafs) pile. been there dome that.
In the mean time put tabby in a cooler on the back porch :)

try salt or salt water to saturate the ground. dont know where u are or how cold it is but salt or even flash which is available at hardware stores should melt down to 0 degrees. may have to apply an cover with a tarp or plastic to get it to melt. may even need to do in layers melting little bit at a time, but this should work. sorry for your loss.

Hi! Take the cat to a veterinarian. Or, if there is no vet within reasonable distance, you could try to contact the local authorities and ask them what to do.... although it might be embarrassing.

rent a electric jackhammer from home center use a 4'' wide bit hold at a slight angle sorry about your cat
