Will 2000 Flushes Help Keep The Ring From Around The Toilet?

The water is constanly running in the toilet and it leaves a water ring around it, will using the 2000 Flushes(the blue tablet) help keep the ring from forming around the toilet and is it safe to use on a dorm (college) Toilet?

It will help, but there is no substitute for the occcasional scrubbing with a toilet brush. If this is a regular type of toilet bowl, the water shouldn't run constantly. You might want to call the maintainance man in your dorm and have him take a look at the problem.
