Many little ones love scary things....so I think it depends on your child. If he is the sort who likes the creepy, scary and icky he may very well enjoy these rides...but if he is prone to nightmares and is shy or easily frightened, stick to less...imaginative, rides.
If it were me, I would talk with him and see if he is even interested in the rides, explain that they are scary/spooky and if he wants to try one, ride with him and be prepared to comfort him if they get too intense.

The Haunted Mansion would probably be too scary for the 4 years. Mr Toad's might be okay. Each ride does have a minimum height requirement so that may limit your choices.
As to what rides you need to enjoy along with your 4 year old: Pirates of the Caribbean, Swiss Family Robinson and It's a Small World.

It really depends on your child. I have seen 4 year olds in there with no problem, and I have seen 4 year olds come out screaming on both of them.
Between the two I would say start with Mr. Toads Wild Ride. This is a much shorter ride and even if they start to get upset it will be over in a couple of minutes. You could start on other "Dark" Rides such as Peter Pan and Alice to see how he does.
On the Haunted Mansion the entire ride is a bit over 10 minutes, longer if it is crowded and you have to wait beteen the elevator and your "DoomBuggie".
For a 4 year old places like
Tarzan's Treehouse
Tom Sawyer Island(If you are going after Mid Feb it will be closed for several months though)
Toon Town
FantasyLand
Buzz Lightyear
Winnie the Pooh
Tiki Room

It really depends on your child which rides are okay for him. When my girls were only 4 they could not go on Space Mountain and Matterhorn. Questionable rides were Splash Mountain because of the 1 big drop (but they did okay), Thunder Mountain is a fast roller coast but pretty smooth and they did okay, Pirates of the Carribean is dark with 2 smooth drops going in....I would warn them that we were going to go down 2 slides in our boat and they did fine.
My biggest advice with a 4 year old is to not try to stay at Disneyland all day. Go early (it's not so crowded). In fact be there when they open. When you start getting tired, go back to the hotel, take a nap, swim, eat and return to Disneyland refreshed. You can't see it all in one day.
4 year olds usually love It's a Small World, Dumbo, the Tiki Room and Splash Mountain...until the big drop. And some love the big drop.

ive never been so i wouldnt really know, but i would suggest talking to the ride attendents before going on to see if they think that its a good ride for your son, they work there they should know what rides are really scary and which ones arent.

4 years old is a little too young to waste money on Disney Land. Children this young may not remember a thing. Preferrably wait until around 7 years old maybe 6 - it depends on the child.

the haunted mansion might scare him a little. you ride in these circle seats and look around. it is very dark and things might pop out at you, or at least they did like 3 years ago.

Its a small world, Tom Sawyers Tree house lots of steps my 4 year old loved it. I recommend going to Cartoon Town lots of fun there too.
