To "safely" touch every part, after unplugging it, you should wait until you plug it back in!!! When you are "tearing" it apart, you should leave it plugged in, but if there is a switch on the back to turn off the power, then shut that off. If there is not, then plug it into a surge protector, and turn the surge protector off. This way, the computer case acts as a ground, you should also use a grounding strap that connects you to the computer case. This should keep any electrical components safe from being "zapped" and keeps you from acting as the ground!

i usually just tear right into it after I turn it off, but I've probably been grounded by the computer case. I tend to open up my computers a lot, so my fear of getting shocked is gone. if you're still hesitant, just buy a grounding strip.

You don't have to wait just ground yourself to the case.
Why tear it apart. You can get a free reliable up to date operating system at http://www.ubuntu.com. If you have 256MB of RAM or more download the full version, if less download XUBUNTU
