can these lose some umph to age or just waer out nad not heat properly? Its zero degrees now and I would like to have more than just 65 degrees in my apaprtment.

They don't usually "wear out", but the fins/vents can become dirty thus cutting back on the heat. Make sure that you valve is open to it's fullest also. In fact turn the valve off and then on a few times to make sure that it's not become corroded.

Is it electric? hot water? Hot air baseboard? Kinda hard to give even a guess without Knowing the nature of the beast!!!

if its electric yes usually the thermostats go bad first if radiators for boiler no just usually need to be bled to get air out
