I have travelled all over Europe and have not encountered anyone that hated me because I was a foreigner. I figured most people would say France, truth is I have been in several parts of France and for the most part the people were incredibly nice and hospitable. I have even been offered a free nights stay in a couple villages in the south of France. Paris however, is different. They were not as openly friendly, but not hateful. Just don't be an obnoxious tourist, that is why there is the belief that foreigners are hated, the obnoxious ones are.

Netherlands

Many people say the Dutch are a friendly, tolerant people. This is a lie. They are very rude, and disrespectful to foreigners and each other. They go out of their way be nasty to foreigners, and I have had many bad experiences. It's a shame because Holland is a very beautiful country

The Czechs in my experience are also quite bad-tempered, and surly although I've only been Prague so it might be different outside there.

The Scots can be rude too

I don't know why people hate the French. I've been all over France and have never had a bad experience with them. Yes they do insist you speak their language, but I think that's reasonable as you are in their country.

I traveled to Austria in '97, and it wasn't a bad experience but we had to really watch ourselves. I went with work and it was a group of 10 of us. We were at a restaurant eating and a coworker noticed the waiter pouring the left over drinks from other customers into our refills. Luckily I was still on my first drink and I no longer drank anything that didn't come to me in a glass. I didn't eat anywhere else that I could not see my food being prepared.

Try Spain, while they takes your money, they still call anyone non-spanish a 'foreigner' and as such, we do get treated very differently. Racism is evident here, I have bene subject to a verbal torrent of abuse because I am english and here in Spain, purely because I challenged a guys ability to drive when he hit us up the rear!

I'm British, I cant speak for everyone tho but I suppose it depends if the foreigners are planning on leaving again. I personally hate the ones who enter here illegally then get a nice house and benefits!! But if they're here on holiday then I would be very hospitable!!

Don't know if they really hated us but Slovakians were extremely unhospitable and not at all ready for tourists. UNESCO sites a joke, still all in ruins.

Generally no, we are the only country I think!!!! Most people are very welcoming and love visitors and they like it even more if try a little of the lingo!!!!!
