Microsoft Word will work fine, you can add a border, word art, pictures, and text boxes. Try and familiarize yourself with the program and it will be easy. If you want to make some more advanced things you can try Microsoft Publisher, which is good for brochures. However, I would recommend Word for a 1 page flyer.

With Microsoft Office I highly recommend you use the application MS Publisher.
It has a wizard that will allow you to create a flyer.
