I have tried to delete some .dll files that I have remaining and I get this message:
Make sure disk is not full or write-protected and that the file is not currently in use. Well DUHH it is not in use.

If you are sure that some program hasn't shared this .dll file, you can try deleting it in safe mode. If that doens't work, try stopping running processes and what you load at startup and see if you can delete it. Another thing you can try is go to a DOS prompt and find it in it's directory and see if you can delete it. Last choice would be find a registry entry referring to it and deleting that.

It is possible that another program is using that DLL. Ctrl+Alt+Delete and close all unnecessary programs running in the background, or try restarting your computer and deleting it after the restart.

reboot into dos mode and delete the file(s). I don't do windows anymore but if you can't boot into DOS (such as in ME) then boot from a rescue disk and delete the file.
