In the last Lord of the Rings (The Return of the King) why do Frodo, Bilbo, Gadalf, etc go on the boat in the end of the movie? Where are they going and why?

You should read the books!
They are returning to the "Uttermost West" , which is where the Elves and the Great Rings and all that stuff came from back in the Second Age (the departure of the Ring Bearers is the end of the Third Age of Middle Earth).
It was considered a great honor for Frodo and Bilbo (and later, perhaps, Sam) to get to go to the "Undying Lands" where, it is presumed, they lived as Elves do, forever and unchanging.
Gimli the Dwarf also may have left Middle Earth for the West in the company of Legolas. This stuff is in the Appendices to the Return of the King ... there is a lot of great stuff in there.

They are all weary of the world. They have all achieved great honor by what they did to save the world. The imagery that Tolkien uses to describe the place "in the west" where they are going suggests to me that it is something like heaven or Valhalla. If you want more info on this, try getting the audio tapes of "The Lord of the Rings" at your library or, better yet, read the books!

They said it was time for a new era..the elves and wizards didn't have a place there anymore. Frodo was changed too much by the ring he would never be happy there and I think Bilbo was going off to die in peace with the elves.

They all bore the ring, or were world weary, it is a metaphor for being both outmoded (it is a new world-the age of man) and for going to heaven.

In the book Sam goes across the sea later after his wife passes on.

The Gray havens, where all the elves have gone, leaving middle earth it translates into - they are going to heaven, leaving earth forever.
