they are used to put the shirt on a hanger so it won't get all wrinkled in the closet because it's falling towards the middle
take a look at the mall the next time ur there, it's on some dresses too with thin straps so the material won't be holding all of the weight of the garment

no no no they are used for hanging purposes only a halter cant hang on a hanger properly so they put them on for the hangers only
