Depending on where it is, it's probably a left-over from a software install or update. You can probably delete with no problem. To be sure, you can rename it to 833e0c1443848b8fd1e6f936.OLD and after a few days with no problem, delete it.

It sounds like an update file from Microsoft or some other company. Does it end in .cab?
