Not many. They just play at it mainly. Of course, if it's going to hurt their lifestyle, they can be persuaded to join in but only if others pay for it. I do seem to recall we've just finished paying off our lend-lease debt from WWII. Oh to have friendly allies. Naturally, their body count is higher in some circumstances because their military suddenly realise war games are not war games in real life. A plan of action? Blimey, what's that? Stick to logistics and let the Brits do the fighting but pay us. We're good at that. Have been for generations, usually because the opposition was more stupid than our lot. Who said God wouldn't let the sun go down on the British Empire because he didn't trust an Englisman in the dark? Probably a Frenchman! Certainly not an American because they were still culling the locals.

Apparently America has been involved in some way or other in a war every year for the past 100 years and that is what has kept it so powerful. It's not powerful to be in war, it's idiotic.

America was officially at war in World War I & World War II.

Congress never officially declared war against North Korea, Vietnam and Grenada (yes, the little Carribean country).

However, there were many years we had sent military forces into countries such as Panama (remember the ouster of Noriega?) and El Salvador (the "Contra Arms Scandal"), to serve our political agendas.

WW I: 1917-1919 (Treaty of Versaille)
WW II: 1941-1945 (VJ Day)

What difference does it make? We are the worlds enforcer because we can and, all things considered ,we are doing a pretty good job. Does anyone question why Costa Rica's army didn't get rid of Saddam Hussein? Of course not. He was a horrible dictator and needed to be dealt with. Nobody else could or would deal with him.
