Like others who have answered the question have said, I would make sure there were no leaks underneath the sink, then clean well with Lysol, or a 2 part water 1 part bleach solution. If the smell is only under the sink, then I would think that it is coming from either mildew or the former tenants stored their garbage container under there. If the terrible smell is coming for the entire apt. then the problem maybe coming from roach droppings. Even if the roaches have been killed the left over droppings can leave a terrible odor, that is hard to get rid of unless you find where the roaches lived and clean out all of the droppings.
By the way the rock like material that Pete spoke about in his answer is activated charcoal, when place in rooms, out of reach of children and pet of course, it will effectively absorbs most any odor. Good luck, hope that you resolve the problem, and enjoy your new apartment

My guess is that there was probably a leak from the pipe at some point and that the water created a mildew smell. I would recommend making sure that the pipe is no longer leaking and then wiping out the cabinet before using lysol mildew remover with bleach to remove the smell. I would then be sure ot let it air out. Most home stores (such as Linens n Things and Bed Bath and Beyond also sell small bags with rock-like material that absorb unwanted smells. After the cabinet has aired out, I would palce one of these bags in there to help kee any lingerng smell down.

First, clean well and then I have the perfect solution that i use myself for the same problem. It is a product called FRIDGE IT odor absorbers. It is a littler purple cube with an activated carbon filter inside that is really great. It works so much better than baking soda and all those irritant sprays and fragrances. You can also place one in your freezer and near your kitchen trash can. The carbon filter in this product literally eliminates the odors and works for a long time. I use this product everywhere and have friends that use it on cat litter box and also diaper pails - it's that good. I really recommend it and it's not expensive. You can buy it in kitchen gadget sections in stores like walmart and linens and things. I also think camping world sells it. Definitely worth trying. It's the best product for

well there are two things you can try. (1) mix a few drops of bleach or clorox to a small pail or bowl of warm to hot water, use a cloth to wipe the entire cabinet down with, or (2) buy comet with bleach spray cleaner and give it a try. If you have just moved into the apartment, perhaps it has been empty for a bit and the cause is mildew.

First make sure there is nothing still there causing the odor (dead animal, etc). Clean it with something strong. Then spray Lysol/Febreeze and/or hang an air freshener in it. Leave the cabinet doors open for a few days. It should clear up.

I would just paint the inside of the cabinet and cover the smell, Wood absorbs smells and it never leaves

because all the smells intertwine when they cook and smell good. it's not hard to make food smell good. it's harder to make food taste good. my neighbors are full chinese i believe doubt they came from America but their house is a total pig sty. theirs crap they bring home from work all over their front yard and back yard and it's all broken things like tables, fridge, washing machines,etc.. but from time to time when they are cooking it smells really good. but i highly doubt it tastes that good. why? just walk infront of their door step and you will understand why theirs craps everywhere including dead plants/animals decaying like fish. Im sure they don't shop at a real grocery store either but the local china town and everyone in my state knows the china town isn;t very good for groceries as it's been known to carry rats and it isn't even that tasty. that being said don't let the smells fool you.
