That depends on whether you mean road legal or race car. Yes the Veyron tops the charts on the road but as far as race cars go it depends whether you mean straight line speed or track speed (curves and hairpins) In which case the fastest straight line speed will be the car that Hamster just wrecked and round a course it would be one of the F1 Ferraris.
The car is only as fast as the driver.

1 the Bugatti Veyron 2 Konigsegg 3 mcclaren f1 the fastest. the best ferrari f40 twin turbo 750 bhp highly tuned not the fasted but the best car of all time and probably not far behind.

Thrust SSC has the land speed record - but isn't really a car as we know it - the fastest production car is the Bugatti Veyron. Does that answer your question ?

my fiesta 1.1 popular plus its got over 300 plus sloth power, and sports a 1100 ml engine, and pepperpot wheels.
its suspension is made of chewing gum and it handles like a earthquake. so if you hear a car outside that sounds like some tap dancing, and its going so slow parked cars are over taking it. you have just seen the slowest car in the world. so any other car compared will be like the fastest in the world.
