Is there such thing as having too much memory ? How do I determine if I have optimal amount of memory for my computer? or is it the more memory the better?

No, the more the better. But having like 4 GB RAM but having weak processors like Pentium 4 HD will not bring much advantage to your PC. So, if you want to have a lot of RAM, your PC will perform a lot faster but you need to have adequate processors (Minimal : Pentium D, Recommended : Core 2 Duo , For rich guys : Intel Quad Core (not yet released) or Intel Core 2 Duo Extreme)

But if you mean HD memory, there's never too much. (Having a harddisk of 4 TB (terrabyte, 1 TB = 1000 GB) didn't hurt anybody).

But you must also view your motherboard's specifications (some motherboard have 2 slots, some 4 slots), also you should view if your motherboard can have x quantity of memory you wish to have.

There is a maximum amount a motherboard can have.
You can't put more memory then that.
You could spend more money on memory that the computer will ever use. It does not make it worse as long you don't go over the max, just a waste of money.
512kb if you just surf the internet and email. Low graffic games.
(about the max for 2000-2001 computers)
1g if you use Office products and accounting programs.
Of you run alot of programs at the same time.
or you use a home computer for a server.
2 g High graphic games;
Over 2g for servers

There is no downside to having more memory except the cost of buying it. You can't install more memory than your motherboard will accept, there are a limited number of slots to put it.

While with older operating systems you might not see any benefit to maxing out your memory (it might just sit unused) there's no negative side-effect due to installing as much as your system can accept. These days, the more memory you have, the more windows you can open and the more smoothly things run.

WinXP supports "only" up to 4GB of RAM. Your motherboard is also limited in the amount of RAM it can use. I think that if you have more than the max RAM installed that you simply won't be able to use the excess, so I suppose the technical answer to your question is NO.

No. The RAM slots available will indicate how much memory you can put in your computer.

Your computer has a stated amount of RAM it can use. Check the specifications from the manufacturer.

No, it isn't possible for a Computer to have "too much" Memory!

However, having 1GB+ Memory is standard, nowadays!

If you're running heavy graphics, you might consider having more!
