The area in question is called the pitchers mound. It is a raised area that the baseball pitcher stands and delivers the ball to the 'batter' standing at the home plate

It is called "the pitcher's mound". The pitcher takes his starting position in contact with an 18 inch by 4 inch slab of rubber. The can push off that slab to help get momentum in their pitching motion.

Back in 1969 the mound was lowered from 15 inches tall to only 10 inches tall; that gave the pitcher less of a downward throwing motion and gave the batters a little more of a chance.
