Well the website below says foreigners need to pay $20 for a visa, cheers

No such fee is involved. I went to Singapore 3 times in 2006.

Travellers are special guests, so Singapore will not ask or charge this type of fees to Travellers and Visitors.

You dont need to but will lneed to pay the airport taxes once you are leaving.

However, if you are from certain countries like the Philippines, Thailand, Vietnam etc..you may be required to show your cash to the immigration office as proof that you can afford your atay here.
