Try online library archives. They normally show you the newspaper for the day.

Quite simple, go to the local newpaper office and request a copy-most newspapers keep copies of past editions in their morque, that is if you wanted to present your daughter with a keepsake edition of that days paper highlighting what occurred on that day in history other than the fact that she was born.
Another source would be the local library, which generally has past editions of the newspaper on microfilm. In some cases, local newspapers also have an online archive of past editions which can be purchased or downloaded for a minimal fee.

Happy birthday to your daughter!
Regrettably, February 4, 1990 was not a particularly newsworthy day (aside from her birth). Canadian professional wrestler Whipper Billy Watson died.
It was a Sunday, like today.

Just some links... A lot of things happen every day, so it all depends on what you think she might be interested in knowing :-)
The USSR collapsed when she was three days old... surely that is interesting :-P

You can buy a newspaper from the date of her birth from somewhere like buyagift or lastminute. There are also birth year cards and dvds in Clintons showing what was going on at the time.

You can do advanced search with the online Guardian, The Times etc newspapers, so you can filter for that particular day and browse through the main headlines.
