My answer is saddam.

Because in 30 years of saddams rule less people are killed as compared to three years of rule of americans.
The first priority of the government is to protect the citizens of that particular country. And the whole world knows the deed of the so called (American) government in IRAQ.

And if we see the history that why saddam killed the kurds in that country and also if we follow the Darwins principle then we will know the truth.

The main thing is he wanted to kill his killers as only the fittest will survive. And if he kills few people to protect himself then what is wrong in that.
Now if a man is bad by character or is a dictator then whole world will say negative about him. But this is not the case with saddam. Because of there are lacs of admirers of him.
